downloaded itsx app on my new android phone today. I get an error that says I need to update the device and link to a broken 404 not found page. how to I get software on windows to update the device?

Attach a picture of the error you are receiving so I know exactly the issue please. You stated it is saying you need a update, and if you need to update a ITSX the link to the device updater is what I attached.
